LG optimus black, using it since 2 years.

Pros - Excellent Processor, Cortex-A5 with the support of a good GPU, this device can smoothly play High-end HD games like Asphalt-7, NFS Most Wanted, Hot pursuit and some more. Apart from this, it has an additional advantage of comparatively good battery life. Cons - No software update for Jelly-Bean, so one has to root the device and get a custom ROM flashed. By the way, the device is performing excellent with its Stock LG-O/S, so one can stick to it ! One can surely buy this phone, for the budget of 15-16k because most other phones in this range although having a dual-core processor are not supported with a GPU as good as Optimus black and hence you will find high-end running smoothly in this phone. Apart from gaming, if you stick to 2.3.4 OS then you get approx. 250MB RAM free out of total 512MB for user applications. And believe me, 250MB free RAM out of 512MB RAM will allow you high level of multitasking (i.e. simultaneously using applications). This amount of free RAM is not available in any of the current market devices in this range except for Samsung Nexus-3 and Micromax canvas A110.(read more)
